At present, design and assessment of building energy efficiency and its standard system are improved continuously in China, while the process design theory and optimizing control technology of HVAC system develop rapidly. The methods of building energy analysis and HVAC load calculation, as well as the computing tools, are paid even more attention, meanwhile to build the related weather parameters base and its reduced model become one of the key questions.Depended on Hunan provincial building technology project, Development Research of Intellectual Decision Support System for Design and Assessment of Building Energy Efficiency, the reduced model and engineering application of outdoor weather data in the HVAC buildings were studied. Through overall analysis of the constituting method of design weather parameters and annual weather parameters, double Gauss-distribution model of annual dry-bulb temperature was introduced, while its expectation and variance were calculated, then the combined value of outdoor calculation temperatures in winter and summer took the place of distributed parameters and the model was truncated amended. Distributed parameters of countrywide provincial cities were calculated using the modified model and the useful temperature-frequency distribution map was gained, in which part of parameters were compared and checked. The associated analysis of double Gauss-distribution model distributed parameters was used as complemented criterion of climate zones. The model method could be used to rapidly calculate and analyze the winter and summer degree-hours, meanwhile, this method could realize the simplified function expression of building annual energy consumption and weather conditions. At last, the paper took the summer air-conditioning outdoor calculation temperature for example to explicate and analyze weather conditions. Series of numeral value statistic analytical methods were introduced to analyze the summer extreme temperature conditions.The result of theoretical analysis and example calculation in the paper showed that the double Gauss-distribution model considered both curacy and practicability of weather parameters, and the model owned ideal accuracy level and was hoped to use for engineering practice.
