Maritime Safety Information (MSI) is defined as "navigational and meteorological warnings, meteorological forecasts and other urgent messages related safety broadcast to ships." Electronic chart display and information system (ECDIS) are a part of modern navigation style ,ECDIS is not only capable of display the navigation-related information in real-time but also supporting other advanced functions such as route planning, route monitoring and automatic alarm, The integration of maritime safety information into ECDIS has become a major issue common to International Maritime Organization (IMO), International Hydrographic Organization (IHO) and World Meteorological Organization (WMO).Shipborne Automatic Identification System (AIS) capable of exchanging navigation static and dynamic data between own ship and other ships or coastai stations, a scheme of real-time maritime safety information system based on the integration of AIS and ECDIS technology will helps improve the safety and efficiency of navigation.The paper firstly analyses the structures and characteristics of the present Maritime Safety Information and draws a conclusion that NAVTEX and EGC have two defects: outdate and intangible, which potentially endangers the ship's navigational safety when they are used to broadcast Maritime Safety Information.Based on the introduction of AIS and ECDIS' parts, functions, and application in the maritime transportation, this thesis proposed to use the application of AIS and ECDIS to design the real-time maritime safety information system, and to complete the GMDSS' maritime safety information's communication. The new proposed system is based on the comprehensive researches on the technology integration of MSI and ECDIS, and AIS and ECDIS. It is to address the shore-ship communication network development, encode of the geographical data and attributive data, sending of short message data packet, and the locating of AIS shore station.In the end, the math method was used to analyze the factors that affect the communication capacity of maritime safety information system, channel bite-error and turnover ratio of system, and the delay of message sending. Therefore, the problems in the new system were addressed. And, a detail suggestion to solving the problems was proposed.
