The main content of this paper is the research of real-time monitoring-controlling system's design and its applying condition for small Thermal Engineering project. The whole system concludes of total design, make-up of hardware and software, programming method, system optimizing, setting and debugging. The paper is combined with desulfurization monitoring-controlling system of Hangzhou Qiaosi Power Plant and Huzhou Medial waste combustion monitoring system.This system is usually made up of Personal Computer (PC) and programmable logic controller (PLC). The other assistant equipments such as communicating line, power cable and instrument for measuring are also included. We use Object - Oriented Paradigm (O.O.P)as a method for PC programming. The pc program blocks consist of data dealing block, interface block, control adjusting block, system safe block. The program of plc fulfills the function of data collection, transform, transfer and control for craftwork and interlock.In Qiaosi project, we add monitoring function for desulfurization of boiler 3# to the system of monitoring and controlling system of boiler 1#/2#. We also make better man-machine interface and more function of self-controlling between the rebuilding. We use Visual C++ as a soft tool for pc, and STEP7 for plc. As a result, the system works better. In Huzhou project, configuration software is used, which cut the time for complete of system and upgrade the whole system's quality.Based on analysis of the project done, ways for optimizing are brought forward: more means for trunk of total design; man-machine interface; more use with O.O.P and configuration; more different kinds of software for open up.The setting and debugging is the import work at the end of the project. The process and rule of this is summarized in the paper. Question and answer are mentioned.The work we did in this paper, is to supply a good way for building a good small real-time Thermal Engineering monitoring and controlling system.
