In this paper the research methods of civil structural control are discussed and the designing of HTMD control system for the structure under seism and wind is presented. And then a mathematical programming method is developed, by considering the optimal placement of hybrid Tuned Mass Damper as a general 0-1 programming problem and solving it by implicit enumeration.Some foundation issues about civil structural control consisted of the theory foundation, the characteristics, the function and the study methods are discussed, and then the known theories and methods, as well as the engineering applications of them are analyzed.The HTMD control system is investigated in the second part of this paper. The dynamic equations of HTMD control system are derived from the mechanical model, and the standard state equation is obtained. And then the controller of the system is designed employing instantaneous optimal theory. In addition, the simulative force is formed using the MATLAB language. All the theories above are validated through MATLAB simulation subsequently.In the end of this paper, a mathematical programming method is developed, by considering the optimal placement of hybrid Tuned Mass Damper as a general 0-1 programming problem and solving it by implicit enumeration. The problem can be solved with control over one mode when structure is primarily influenced by this mode or over multiple modes when more modes need to be considered.
