Currently, transportation has become the bottle neck of urban development. The framework of Intelligent Transportation Systems (ITS ) is set forward to solve such a problem. Vehicle Automatic Navigation System (VANS) takes an important role in the development of ITS and has become an attractive research field in the current society. However, with the rapid development of VANS , many problems concerning VANS have emerged in the application of traffic field .The route planning subsystem, which is the weakness of VANS currently,as the core, can't plan route better.Encircling route planning concerning VANS, this dissertation does researches on its data model and some technologies . Firstly, this dissertation introduces development situation and existing questions of the shortest algorithms currently; then, on the bases of summarizing others'researches, this dissertation put forward the road network Representation based on arc to solve Turning Restriction and Penalty in the traffic; Aiming at that only diatances is been considered in the weighted values of the Road Attributes, it applies the Analytic Hierarchy Process method to put forward hiberarchy model of the calibration of road weight measured by travel time based on road impedance function model and intersection delay model; Aiming at Vehicle Navigation, it also does researches on the shortest glgorithms and bring forward the Improved A* algorithm based on arc.
