In consideration of the research of optimal reactive power planning suffers the national policy adjusts, social economy development, population change, the environment changes, and so on, the uncertainty problem becomes difficult and outstanding in planning research. With the economic background and abundant mathematics contents, bi-level become more and more attractive in the last year.A new method, which can evaluate the impact of uncertain on optimal reactive power optimization, is presented in this paper. This method makes use of bi-level optimization. In the proposed mathematical model, the sum of line losses under mean parameter settings is minimized in the upper level optimization, while the lower level optimization ensures that voltage constraints are satisfied even under worst case parameters.Author also develops the MATPOWER for Distribution V1.0 and MATPOWER for BLPP V1.0 software package base on the platform of MATPOWER. The numerical results of an IEEE 9-bus system and a 101-bus test system are provided to demonstrate the possible applications of the proposed method.
