Through many comparison experiments of subgrade top deflection by means of Benkelman Beam, Bearing Plant and Falling Weight Deflection (FWD), the interrelations among above three testing methods are presented. Based on the data measured from outdoor Bearing Plant and indoor analog experiment of earth subgrade resilience modulus, the related expression among earth subgrade resilience modulus, moisture content and degree of compaction, and relationships between earth subgrade resilience modulus and subgrade deflection, are formulated by regression method, simultaneously compared with previous experiential formula. The relationships of surface deflection and subgrade deflection and compressive strain on the top of subgrade are emphatically analyzed. When incompatibility of surface deflection criteria and subgrade compressive strain criteria are pointed out, the design deflection formula of controlling subgrade compressive strain is built up. Finally, the value of moisture content, and degree of compaction in the process of subgrade construction is analyzed through the example. The suggestions on quality control of subgrade construction and deficiency in present compacting standards of our country are put forward to improve quality of subgrade construction.
