The increase of proportion of high-class highways in China makes it necessary to study deeply planning and management of high-class highways for us. Making full use of historical traffic information and the latest information, we can plan highway network much often, much scientifically and reasonably, much practically, and can manage the network traffic efficiently, so that the network can be brought into full play. In this paper planning and management of high-class highways are studied systemically based on the characteristics of our national high-class highways and the res6arch results of experts at home and abroad. 1. Network planning A. Surveying and analyzing of basic information, forecasting of traffic requirement, designing of layout schemes and its optimization, evaluating benefits for every scheme, arranging in order of the projects are studied. B. Traffic information expansion of highway network ?calculation of OD matrix. In order to reduce or not do a extensive OD survey, several methods for calculating the latest OD matrix based on limited information are studied by applying the models of SUMT, Maximum Entropy, Generalized Least Squares, Maximum likelihood, Information Minimizing. 2. Network management Based on obtained traffic information of highway network such as highway traffic information, law of time and space layout of traffic flow, the traffic volumes in any time for the whole network can be calculated. Then forecast traffic flow is ;!2tr.i hased on newly surveyed traffic information. After this the network srnd traffic layout of the network are evaluated, highway capacity and traffic delay are analyzed, the model of vehicle speed on highway is studied, traffic quality and running status of existing network are evaluated, traffic friction and traffic block %ie~ist efficiently so that traffic friction and traffic block can be relieved by taking management measure before they occur. 3. Typical exampk~ In this paper, by analyzing Hebei highway network as example, traffic generation volume and its layout, distribution of traftic volume of I-lebei are forecast. And the network traffic status is analyzed.
