China is an agricultural country, it has been in a backward situation in long-term. The policy of urban-rural integrated development and building new socialist rural areas are innovated and practiced in China. Modes of Industry-back-feeding-agriculture, land transfer and modern agriculture are widely promoted. Rural areas finally develop forward step by step.Anji County of Zhejiang province situated at the Yangtze River Delta area is a good example of new rural area. As the headstream of Huangpu River, considering ecological environment, it learned experiences and lessons from other counties' and districts'handling developing problems positively. It ensures thinking time for using its own backward advantages and saves the precious resources to save resources and time to a higher degree, which is for implementing the strategy of "ecology founds the county, opening promotes the county and industry strengthens the county". During building new rural areas, we should make advantage of ecology. Based on two labels of "Chinese vast bamboo sea" and "headstream of Huangpu River", we should find different developing methods of urban-rural integrated development. By implementing "environmental upgrading project, industrial upgrading project, quality upgrading project and service upgrading project", we will build a beautiful Chinese countryside with the concept of "every village is beautiful, every family establishes a business, everywhere is harmonious and everyone is blissful". Meanwhile, we take the plan, construction, management and operation as a whole to transform ecology factor into living factor then production factor. We will use high-standard construction for rural areas to compact foundation of rural operation. And we will use high-efficiency operation to realize sustainable construction and development. So the new rural areas'developing mode of "connecting the second industry & the third industry and skipping the second industry to the third industry" for the first industry is formed.This research adopts interdisciplinary comprehensive researching method. It uses basic theory of ecology, environmental sciences sociology, geography, economics, statistics and other relating disciplines. It sums up the obtained rich data and information. It thinks that building new rural areas needs the combination of material civilization, spiritual civilization, political civilization, social civilization and ecological civilization. For the first industry, we should adopt "borrowing from the second industry and promoting the third industry", which means using modern enterprise system to integrate the first industry (traditional industry), operating modern agriculture according to intensive management of the second industry and promoting the third industry(service industry).This effective method is an important step of developing "three agricultural aspects"...
