Water resources are the basic natural resources,it is the controlling factor in the ecological environment, but also a strategic economic resources, it is a country's comprehensive national strength, an important component. But the population explosion, rapid economic development and water resources development and utilization of irrational, so that the world is facing a water shortage crisis and the resulting ecological crisis, the status quo of water resources has hindered the sustained and rapid economic development, and threat to human survival. Kunming is one of the cities of China's severe water shortage facing resource-based and water quality in the dual crisis of water shortage.
