For A Harmonious Society, The Safety Production Supervision And Strategic Research

The state of safety in production in a country/region is complex and covers a wide range of problems. It is significant in the development of a national safe-production strategy to study the relationship between safe-production and the comprehensive effect of the political structure, the legal system, the economic development level and the development of scientific management.This article collects the data of injuries in industrial enterprises ever since 1949. The statistical studies of some key industries (i.e. road traffic, railway, water transportation, airline, and fire safety) have been made. Social economic background of the society is also included in this paper. Furthermore, the article analyzes universal state of safe-production and makes it clear that there is huge gap in the sate of safe-production between our country and the developed countries. Based on this conclusion, the author believes that it is extremely hard to transform the passive situation in a short time. The paper concludes that in order to find the best strategy of dealing with safe-production problems, we need to use the foreign experiences and to find out the inner relationship between safe-production and social economic development.The article mainly deals factors which has effected on social and economic development in our country ever since 1953. The development of national safe-production is divided into five phases according to the level of social economic development and political status. Firstly, 1953-1960 is the elementary stage. Secondly, 1962-1968 is the economic readjustment stage. Thirdly, 1969-1978 is the stage where advanced development occurred in heavy industry. Fourthly, 1979-1990 is the economic reform experiment stage. Finally, 1991-now is the stage where reform and opening up goes into depth.The article takes the index data of social development as a sample to systematically study the main economic and social factors which has an effect on the work accidents and deaths. It is obvious that the status of safe-production in our country shares a close relationship with the political movements and economic reforms (i.e. the status of safe-production depends on the social and economic development while in turn the economic development can be conditioned by the status of safe-production). The paper also discusses the gaps in safe-production between different areas in our country and develops a strategy and advice in safe-production. In all, the officials on safe-production in our country should insist the principle of "Safety comes first and prevention takes the first place". The legal construction in safe-production should be strengthened as well. Finally, the author points out that we should break the limitation of safe-production and then develop the safe-production and occupational health.
