This lecture is focused on the research of eco-environment assessment using RS and GIS technology, whose research background is the project of "Beijing eco-environment assessment during 2000 to 2005 and 2006".The working ways and means of traditional eco-environment assessment exist defects that are taking time and energy, which makes the period of the assessment longer and more difficult to guarantee the reliability and uniformity of statistical data and assessment quality. So, it cannot satisfy the request of environment aspect in high efficiency, short period and precision. In view of this question, this research proposed the extraction technology of eco-environment information based on the RS and GIS, and using it in the actual assessment work, which enhanced the information extraction efficiency, reduced the information acquisition period, increased the data precision.Moreover, because the eco-environment is a multiplexed system of nature and social, which is affected by many kinds of factors, displayed the complexity an uncertainty, there are many problems in the present eco-environment assessment work, which made the eco-environment assessment exist many problems, such as the acquisition of data, the selection of appraisal target system and mode. In this research, according to the eco-environment assessment standard issued by the Country Environmental Protection Bureau, used the biological abundance index, the vegetation cover index, the index of network of rivers and lakes density, the land degeneration index and the environment quality index weighted to calculate the ecological index of Beijing and each county, then made assessment and analysis of the condition of eco-environment from 2000 to 2006. The result distributed in two ranks of "good" and "general". The index of whole city is 59.800 and 59.707 respectively, which indicates the condition of eco-environment is "good", and there is no obvious change, namely the coverage of vegetation is well, the ecology multiplicity is richer, and basically suits the human survival. The best ecology condition is located in mountainous area of Miyun County, and worst is located in the fast developed area of Beijing urban district, whose eco-environment condition is ordinary in counties.Beijing lacks the large scale eco-environment assessment. According to the "Instruction Opinion", the whole city is divided into the capital function core area, the city function development area, the newly developed urban area and the ecology self-restraint development area. The former Beijing eco-environment assessment is carries out on the county level, which is little instruction to the the future eco-environment work of the new energy region. In view of this kind of situation, this lecture researched the the eco-environment condition in 2005 and 2006 based on the newly divided region. The assessment result is in accordance with the one got on the county basis.In view of the defects of taking time and energy of traditional assessment work, considering the present demand of eco-environment assessment, using the technology of computer and GIS, we thoroughly studied the flow of the present eco-environment assessment. Using the integrated development environment of VS.Net and the ArcEngine module, develop the system of eco-environment assessment based on RS and GIS, which designed and realized the function of user management, map layer management and view tool, assessment model based on project, product manufacture, in order to realizes the operational computation and management of the eco-environment assessment work, and provides fast and accurate scientific method and basis for the department of environmental protection and monitor. Using this system got a good result taking Beijing as study area. This system improved the traditional appraisal method, increased the assessment precision, reduced the assessment cycle, and has certain application value.
