China Registered Safety Engineer Industry Regulator Model

The certified safety engineers(CSE) system has been established for a short time in our country. Its' development is not on the right way, and there are still lots of problems need to be solved in many aspects. To make this system be in an healthy environment in the early stage of its' growth and to provide ideas and suggestions for the healthy development of the industry, this paper choose regulatory issues of certified safety engineers to study.Firstly,this paper analyses the foreign CSE supervision models and summarizes the economic theory of the industry regulation; Secondly, uses SPSS statistical software to make single-factor analysis of variance and multivariate logistic regression analysis for the second part of the questionnaire data.In this part,the paper identifies the main impact of mode selection factors. At the same time, consulting the first part and the three part of the questionnaire data ,the paper draws conclusions how can the different groups of people tend to choose the expressions.Thirdly, the paper makes recommendations to a specific system design on how to choose the CSE supervision mode in our country.On the basis of normative analysis and empirical study , this study reaches the following conclusions: First, the independent regulatory model should be the suitable CSE supervision model. Second, considering authority,punishment and low industry maturity, the corresponding regulatory approach is the government supervision;considering service efficiency,professional competence and high industry maturity, the corresponding regulatory approach is the self-discipline; considering transparency, accountability, independence and participation,the corresponding regulatory approach is the independent supervision. Third, China's CSE supervision model should be government supervision in the near future, and gradually introduce a corresponding degree of self-regulation within the industry,and establish a mixed-regulatory mode. From the long view, the regulatory functions should be gradually weakened and timely to establish independent regulatory-led government regulation and industry self-regulation of independent supervision supplemented by the mixed-oriented regulatory approach.
