Behind the Industrial civilization of the 20th century, the hideeness is the population explosion and environmental pollution caused the depletion of non-renewable resources, as some scholars pointed out: "civilized across the Earth's surface, their footprints went, leaving a desert." Therefore, how to coordinate the relationship between the environment and the economy, the building of harmony between man and nature of modern civilization of the 21st century is the key to sustainable development.The existing system of national accounts showing that the economic growth by the excessive consumption, have been unable to meet the requirements of sustainable development, environmental and economic accounting system integrated timely. The SEEA released by the United Nations on behalf of the highest level of the Environmental and economic accounting. This paper describes the content of the . SEEA from a new point of view in the process of studying the SEEA versions. Full text is divided into four chapters:Chapter I first introduces the background and theoretical significance of studying The System of Integrated Environmental and Economic accounting,and then, this paper introduces the status quo of the SEEA at home and abroad. Finally, this note on the whole of ideas, give readers a general impression.Chapter II introduces in detail the three editions published by the United Nations since 1993, namely version theory, operation manuals and final draft, and then carried on the elaboration to their research results, lays the foundation for the behind environmental factor analysis.Chapter III is a key point which this article studies, through analysising the SEEA as the outside and internal satellite account of the SNA, this paper elaborated in detail the environmental factor, and carried on the mechanism analysis between them, in these analysis foundation, has made the comprehensive appraisal to the SEEA account system.Chapter IV, At the conclusion on the basis of the full thesis, to explore the issues about the SEEA and explain the deficiencies in this paper.
