Based On The Seea System Of Qingdao City Green Gdp Accounting System Research And Application

Gross domestic product (GDP) refers to the total amount of the final products and services of all units produced in a country or a region in a given period, which is the center index of system of national account (SNA) accounting system. GDP is the most important sign to measure the level of national or regional economy. However, resource and environmental asset has been excluded for a long time, so the current GDP accounting system can not accurately reflect the environmental degradation caused by unsustainable development and thus make a variety of hazards to human. Therefore, GDP can not completely reflect the real level of social development. In1993, a "Handbook of Integrated Environmental and Economic Accounting" was published, which gave a system to comprehensively reflect the impact of national economy development on the ecological environment.Based on the SEEA-system (Integrated Environmental and Economic Accounting Manual), the ecological environment cost of Qingdao City was calculated and then the green GDP accounting model of Qingdao City was established which added the main factors accounting for the natural resource consumption and the environment degradation besides of the traditional fields. Using the data obtained in2010, the green GDP of Qingdao City was accounted for94.5%of its original GDP. hi other words,5.5%of the economic growth was discount due to the expense of the environment in Qingdao City. The rate of green GDP from2006to2010were92.03%,92.88%,93.65%,93.82%, and94.5%calculated by the accounting system using the data of the five years. This shows that overall development trend is good visible.Currently, the economy of Qingdao City is in the period of rapid development, mineral resources, environmental pollution loss and environmental expenditures are also on the rise. It should be promptly dealt with the relationship between economic development and the environment and achieve scientific development, if we continue to deal with environmental problems, the development of Qingdao City will continue to be well.
