Study Of China's Pharmaceutical Enterprises Technological Innovation Mode

The concept of technological innovation and the classification of innovation mode are simply discussed at the beginning of the paper. And the rationality that the mode of technological innovation are divided into independence and imitating innovation mode is explained. As technological innovation is the key factors of the existence and development of an enterprise, only when it analyses the outside and inside environment can it selects the suitable technological innovation mode. As a result, except that the key factors from outside that affect the selection of technological innovation mode including the market structure and the scale of enterprises, the government policy of innovation, the system of intellectual rights are discussed, the inside factors including the enterprise strategy, the capability of technique, the mechanism of inner stimulation as well as the coordination of orgnizations are discussed. In order to help Chinese pharmaceutical enterprises select suitable innovation mode, the paper also introduced the process of independence innovation of American large pharmaceutical enterprises and imitating innovation of Japanese pharmaceutical enterprises. Since market is the only one standard of testing the efficiency of technological innovation, the Chinese pharmaceutical market structure is not beneficial to independence innovation. Although the Chinese government devotes efforts to guide the enterprises to innovate, it is not enough to stimulate the enterprises to invest in R&D. Although the system of intellectual property rights stimulates innovation from the angle of property of right, the intensity of supporting different innovation mode is the same. Sector policy eg GMP, orders continuously issued of cutting down the drug prices, weakening the capability of investment in R&D. In addition, the efficiency is partially restrained of commercialization of many outcomes of independence innovation by the Register and Management Regulation for Drugs as well as other relevant regulations, eg the establishment of brand. In short, the key factors from outside make the pharmaceutical enterprises tend to select the imitating innovation mode. While the inner factors including strategy, the capability of technique, the mechanism of stimulation as well as the coordination of orgnizations do not reach the level of selecting independence innovation mode, imitating innovation is the suitable mode.
