After the cold world war, environmental problems are increasingly catching theattention of governments in various nations. As a big country in the world, Chinaranks high in the environment and development affairs. The thesis is to discuss theinteraction between Chinese environmental diplomacy and internationalenvironmental institution (IEI) from the angle of linkage agents. Through analyzingthe nature of different linkage agents, we can promote the development ofenvironmental diplomacy according to their features. International environmental institution (IEI), which has experienced 4developmental stages since 1960s, is influencing Chinese environmental diplomacyfrom following four aspects: international environmental organizational structure,international environmental law system, international environmental conferenceinstitution and international environmental fund mechanism.Chinese environmental diplomacy has been divided into 2 stages since 1972,which are witnessing the uprising of Chinese environmental diplomacy in theoverall Chinese foreign policy.Linkage agents play important role in the interaction between Chineseenvironmental diplomacy and IEI for assisting in internalizing the internationalforce and externalizing the domestic force. In the international field, internationalenvironmental, national environmental institution, and epistemic community are 3kinds of important linkage agents.The thesis indicates that the influence from the international dimension todomestic level by linkage agents is stronger than the other way around, nevertheless,Chinese environmental diplomacy is becoming more proactive in the recent years.
