| The Nen River, the northern source of the Songhua River, is the important river of northeast region. Being one of the major marketable grain bases in China, the Nen River Basin plays a very important role in the national economy in the northeast region. In recent years, with the rapid development of the Basin economy and urbanization, the problems of frequent natural calamity, water shortage, water pollution and soil erosion are sticking out increasingly. The direct discharge of a mass of sewage into the river leads to the loss of the pristine function of river, which contributes to not only the serious shortage of water, but also the direct threat to human health. The water quality of drinking water source in partial river sections is beyond national surface water standard. Especially, floods become our main concern after the big flood, which struck the Nenjiang River in 1998. Recently, along with first control project?Ni'erji Water Conservancy Project being in the process of functioning, the Nenjiang River has increasingly attracted worldwide attention. It is indispensable that we have an further understanding and take a grasp of the water quality and quantity, make a comprehensive analysis on the existing major problems, take practical and feasible measures to conserve water resources, and hold back efficiently the worsening environment. All this will exert far-reaching influence on promoting the sustainable development of the valley social economy.With the application of environment science principle, ecology principle, water resources, and the techniques of systematic analysis, this paper appraises in a all-round ways the environmental situation of the main stream of Nen River, analyzes systematically various reasons for water pollution and discusses the major water environment problems in the basin. Furthermore, in combination with the blueprint of economic development, the countermeasures for water environment protection and management in the valley have been established and developed sharply in the paper.The new pilot research technique on which the paper is based is to combinethe present situation of the Nen pollution carrying, collect plenty of first-hand information by means of on-the-spot investigation, carry out data graph processing with computer, single index method is used to assess the situation of water quality of the Nen river, and pollution loading method for assessment of water pollution to identify major pollution sources. According to water function division, water quality at monitoring sites was assessed. Through the calculation of pollution carrying quantity, the reasonable scheme to reduce contaminant is established in order to realize complete control of the contaminant amount in the whole valley. In line with laying equal attention to increasing income and reducing expenditure, based on the principle of combining the prevention of pollution with the recycled sewage resources, the countermeasures are presented in the paper with the purpose of reinforcing the river's environment management and improving the water situation in view of the present water environment situation and the adjusting state of the river after the functioning of Ni'erji Water Conservancy Project. This will secure the drinking water, meet the needs of both industry and agriculture within the valley and prompt the sustainable development of the social economy in the area.The originality of the paper is presented from 4 aspects as follow:1.
