As a country with a large population, China has to feed 20% world population with 7% agricultural acreage. At present, China is self-sufficient in grain. Yet with the improvement of people’s living standards, the fundamental requirement upon grain has been higher. Therefore, grain safety issues have attracted more and more attention. Although the grain output realizes growth for 11 consecutive years, the issue of grain safety remains worrying. Previous grain safety mostly referred to the amount safety of grain, and nowadays it refers to the quality safety of grain, because grain amount is related to national macro regulation while grain quality is related to people’s daily eating and drinking. Currently, grain safeguard is completed through storage, so it is of important significance to study the quality safety of stored grain. The Fuqing subordinate storehouse has faithfully completed the target set by Fujian Grain Reserve Management Co., Ltd each year in grain storage, but there exists big price differences in replacement of old grain due to the rapid decrease of grain quality. This problem that exists widely in most grain storehouses has attracted close attention from Fujian Grain Reserve Management Co., Ltd.This thesis firstly gives a brief introduction of domestic and foreign development of stored grain. Through relevant introductions, it can be seen that the grain storage research and technology in China have reached world top level. Secondly, this thesis defines relevant concepts of grain quality safety, explains grain quality safety reasons with food safety risk evaluation theory and HACCP system, and gets to know some related control principle. Taking the grain storage status at Fuqing subordinate storehouse into consideration, the quality changes of rice and wheat in the storehouse and the method of fumigating disinfestation are analyzed, and the influences of pesticides in the insecticidal process upon grain also studied. These researches above explain the main reason for the big price differences caused by rapid decrease of quality in a round of replacement that the fatty acid value in rice and gluten water absorption amount both show rapid decrease. It also indicates that aluminium phosphide, as the top choice for fumigating disinfestation, will not be replaced within the short term for its safety and high efficiency. Through these analyses, aiming at the current situation of Fuqing subordinate storehouse three suggestions are proposed:firstly, to improve the grain detection system construction of Fujian Grain Reserve Management Co., Ltd.; secondly, to enhance the measures and methods of scientific grain protection; and thirdly, to uplift the professional competence of staff at Fuqing subordinate storehouse and increase the cooperation with domestic institutions of higher learning as well as scientific research institutions. On the basis of the above suggestions, the thesis actively explores the application of HACCP model into grain reserve management of Fuqing subordinate grain depot, sorts out the HACCP mode design, and then conducts the implementation of the grain storage solutions. Finally the hazardous worksheet and schedule of HACCP, and the relations in the process of grain storage are obtained, and through the application of HACCP model into Fuqing subordinate grain depot, the target of comprehensively improving the quality and safety of grain reserves in Fuqing subordinate grain depot is achieved.
