PM and NOx are the main pollutants in the atmosphere. They not only have a bad effect on public health in the micro-environment, but also can promote regional environmental pollution, such as haze and smog. Diesel vehicle is one of the most important emission sources for these two pollutants. So effectively controlling of the diesel vehicle’s exhaust has become an important issue for our country.There are many different ways to reduce vehicle emissions. While diesel vehicles constituted, road traffic conditions and the energy structure, geographical are vary between different regions, the reduction weight of various controlling measures are also different. Accurately grasping the region’s motor vehicle emission and the reduction of different controlling measures are the groundwork for improving the atmospheric environment. By modifying the new emission model system MOVES in this paper, we have a conclusion that diesel vehicles emissions of NOx, PM10 and PM2.5 in xi’an are 19060 tons, 1972 tons and 1591 tons respectively in the year of 2012.Based on the the measurement data and and through the related research, we have a study on the following four controlling measures, namely enhancing the management of oil quality, speeding up the replacement of old vehicles, using alternative fuel CNG and installing diesel particulate filter. The results are as follows:(1)By enhancing the management of oil quality, NOX, PM10 and PM2.5 emissions are decreased by 13.06%, 37.11% and 13.06% respectively;(2)By speeding up the replacement of old vehicles, NOX, PM10 and PM2.5 emissions are decreased by 5.46%, 9.63% and 10.04% respectively;(3)By using alternative fuel, NOX and PM emissions are decreased by 30% and 91% respectively;(4)By installing diesel particulate filter, PM emissions decreased by 70%, but it has no obvious effect on NOX.
