| Basin water is important to the resident for daily life and industrial production, and most of the river basin flow through multiple administrative district in China, influencing the people’s living and production who live in this area. With the economic and social develop rapidly, China’s water pollution incidents increased, and endanger social stability and security seriously. A single local government often hard to bring every positive factor into the response to trans-boundary basin pollution have occurred in the river basin immediately if it happens. Therefor, it’s very important to improve the ability of trans-boundary basin pollution emergency disposal and strengthen the emergency Co-governance among local governments.Through literature research and case analysis, the author analyzes the local government emergency response mechanisms of water pollution in trans-boundary river basins for the case of He River water pollution incident in Fengkai Case.The author analyzes the Foreign and Domestic Research of trans-boundary water pollution incident response mechanisms of local government, and discovery that government has yet to establish a scientific, systematic and comprehensive emergency response mechanism now. The authors explained the theory of local government, emergency response, trans-boundary water pollution incident, China’s watershed conditions, system management, externalities, crisis management, risk management, governance theory and co-income theory, which promote the further study. Author constructed trans-boundary water pollution incident emergency response systems, and analyzes the elements of emergency response and the role of local governments in Fengkai Kae Water Pollution Event. In the meantime, the paper also focus on the experience and insufficient in Fengkai Kae Water Pollution Event, and analyzed reasons of inadequate which provides a theoretical basis for further study of local government emergency response trans-boundary basins. By studying the domestic river basin circumstances, the paper put forward creatively the suggestions and countermeasures of trans-boundary water pollution emergencies scientifically, aiming to decrease the trans-boundary basin pollution accident, improve the ability of trans-boundary basin pollution emergency disposal, and reduce the losses causing by the water pollution accident. |
