The Study On The Evaluation Of Ecological Civilization Construction And Countermeasures Of Shandong Province

The progress of human society has experienced three stages,the primitivecivilization,agricultural civilization and industrial civilization.Since the middle of the20th century,with the development of modern industrial civilization in the developedcountries, resulting in a series of global ecological environment crisis. The ecologicalenvironment problems is so serious that people pay more attention to it.People islooking forward to a new era of civilization,that is, ecological civilization.Theconstruction of ecological civilization is the only way to realize the harmony betweenhuman and nature,and it is also the only way to achieve the sustainabledevelopment.It has become the consensus of all countries in the world to strengthenthe construction of ecological civilization.The18th National Congress of the CPC put the construction of ecologicalcivilization in a strategic height of hitherto unknown.The ecological civilizationconstruction has become an important and urgent task in China’s sustainabledevelopment.Since2003to carry out the construction of ecological civilization inShandong province,the ecological civilization construction has made a rapid progress,but it also faces many challenges.Therefore,the construction of ecological civilizationneeds to be explored in depth.And it has an important theoretical and realisticsignificance on the rapid and healthy development of ecological civilizationconstruction in Shandong province.This paper systematically summarized and analyzed the domestic and foreignresearch results about ecological civilization.It expounded the definition, content andcharacteristics of ecological civilization from various angles.This paper takesShandong province as the research object on the basis of relevant theoretical studiesand establishes a comprehensive,scientific,and feasible evaluation index system ofecological civilization construction from the ecological environment, ecological economic, ecological society three systems,34indexes, basing on the reference of thedomestic and foreign evaluation index system of ecological civilization construction.This article selects the2003-2013data of Shandong province and uses theentropy method to process and calculate data.On the basis of it make a comprehensiveevaluation and analysis of the situation about ecological civilization construction inshandong province.Through the research, the conclusions are as follows.(1)Ecological civilization is a new stage after the industrial civilization.It reflectsthe progress of social civilization.It conforms with the fundamental interests of thehuman development.And it increasingly become the mainstream of the society.(2)Through the data collection,collation and theoretical review of Shandongprovince,it can be informed that in the process of ecological civilization constructionof Shandong province,the natural, economic, social of Shandong province is in a goodcondition.And it achieved a stage of achievement.But there are also adverseconditions such as the relationship of man-land is not harmonious,the economicgrowth mode is unreasonable,etc.The opportunities coexist with challenges ofecological civilization construction in Shandong province.(3)Through the analysis of ecological civilization construction level in Shandongprovince from2003to2013,it can be seen that the ecological civilization level inShandong province is rising.The development of the three subsystems some has madea progress, but it is not harmonious.The ecological civilization level in Shandongprovince is obvious regional in space. The gap between the East and West is big and itshows an unbalanced development trend of " East High and west low".The earlier ofthe ecological civilization construction policy implementation,the higher of the levelof ecological civilization construction.According to the current situation of Shandongprovince and the problems during the analysis and evaluation,this paper put forwardto some optimization countermeasures and suggestions from three aspects of economy,environment and society.These countermeasures and suggestions can provide somereference for building an ecological province and the progress and development ofecological civilization in the future.(4)The ecological civilization construction is not can be completed in a short period of time.Each area is different in the focus, levels and methods of ecologicalcivilization construction according to different conditions.But in general,in thepractice of the ecological civilization construction,we must adjust measures to localconditions,reasonable planning, step by step and proceed in an orderly way.
