Research On Environmental Appraisal Instituion Of Local Government

Atmospheric pollution especially the smog has become a momentous factor affecting the quality of life and even endangering people’s health currently. In order to effectively resolve the problem of air pollution, the State Council, provincial and municipal government including districts have formulated the "The Appraisal Regulation on Implementation of Preventing and Controlling Atmospheric Pollution". The assessment system preventing and controlling the atmospheric pollution are consist of several aspects:evaluation subject, evaluation object, evaluation cycle, evaluation content and standard, evaluation procedures, evaluation results and the corresponding punishment measures. In practice,the existing performance appraisal system plays a positive role in awaking public awareness of environmental protection and supervision, enforcing local governments to take measures to actively promote gradually the control of pollutant source and so on. However, it is undeniable that the currently environmental assessment system lacks scientific index, weight method, effective rewards and punishment measures and judicial assessment program. The reason is that the currently appraisal system does not fully consider the "economic man" hypothesis of local government and officials and the uncontrollable feature of atmospheric pollution diffusion, which eventually leads to the failure of environmental assessment system running smoothly and encouraging local government to prevent the atmosphere pollution. In order to guarantee the normal and effective appraisal system and its operation, we must improve the existing environmental assessment system of local government, with the way of weakening GDP as the core indicators of performance evaluation, making the index with the completion of vital target more scientific, moderately externalizing the procedure which people congress are put into, diversifying and legislating the punishment regulation on joining the amount of project approval to the promotion of officials. And the informing insitution which could excite citizen to particpating the enviromental protection should be improved. Given environmental assessment system toward local government is just founded, relevant institutional defect has not yet appeared in practice.Therefore, the conclusion of this dissertation need to be further validated.
