Participatory Environmental Management Under The Guide Of Interest

At the 21 century, our communist party and our state are trying hard to construct the new rural, which aims are "Producing development, wealthy life, polite phenomenon, clean and tidy appearance democratic management". The environmental management is not only one important part of the new rural construction, but also of the rural management, which causes the high attention of the grassroots masses and cadres. The different combination of the rural management factors, eg. Subject、object、method and means,will influence the result of governance、the harmony between the cadres and the masses and the grassroots development foundation is firm or not. The case is relying on "the village of observation" in Center for Chinese Rural Studies of the Central China Normal University. The author, have collected large number of date, after a lot of research in shi jiagou village, qin huang dao, he bei province. After that, I combed the causes, processes and results of the environmental management in this village, and more, I analyzed the factors influencing the villages inside and outside environmental management and analyzed the role of the different factors.Analyzing the success, which has caused the "envy" of the surrounding villages, the village have achieved in this case. I use the methods and ideas of "event-process", elaborate the four stages of villagers’ participation in environmental governance in detail: the villagers don’t participate in, try to participate in, actively participate in and the orderly participation. And corresponding to the participation, the interests among villagers have changed from lack of interest、the interests of guide、of implementation and to of shared,and then deduced the villagers’ interests as a guide to the village environment governance catalysis. At the same time, I use the methods and ideas of "the role of things development principle of internal cause and external cause". Due to the interests of the active participation of villagers, which has became the internal driving force; the support of the government and village cadres are the external security of the environmental management.Based on these two ideas of overlapping fusion into logical mainline and through out of the article. In the article, the activation of villagers interests are the premise and foundation of he governance, at the same time, Coordination and supervision of village cadres and the government’s policy and money are the development of security. These three factors influence each other, work together to promote, be short of one cannot. Nowadays, many scholars are exploring effective realization form rural governance. In numerous successful cases, suitable for local development continues to form, the form of information in the form of developing constantly with the local characteristics, and by researching different forms of governance in different areas,which will make a contribution to the diversification of China’s governance and rich cultural diversity.
