Research On The Ecological Compensation Mechanism Of River Basin Based On The Cross-domain Governance Theory

There are many rivers and lakes in our country and most of them are going through the region.As the advancement of industrialization and the growth of the population, we need to use more water. The pressure of the watershed ecosystem is bigger and bigger. River basin is a complete nature unit, and it has closely link within the various elements, activities in the middle and lower place. But due to the administrative division of river basin management system, the river basin is facing the governance dilemma and the ecological compensation problem is increasing serious between the upstream and downstream. Now part of the basin have establish the compensation mechanism for watershed ecology which has been an effective method in our country to realize the rational allocation of resources and benefit sharing. Under the guidance of different theory and different perspective, the compensation mechanism for watershed ecology will have different contents and to be the accordingly models, so that it will play different governance effect on the management of the river basin. At present, the compensation mechanism for watershed ecology is based on three theoretical perspectives including hierarchical model, market-oriented and network,and has obtained certain result, also exposed some problems.With the acceleration developement of the compensation mechanism for watershed ecology, the disadvantages appeared constantly, it has proved to be an effective way by looking for new theories and perspectives to establish new compensation mechanism for watershed ecology. This article is based on the research of the existing hierarchical model, market-oriented and network perspective of river basin ecological compensation mechanism, combined with concrete practice of liaohe river basin Jin Huajiang river basin and Xin’an river basin, analyses the existing problems and through the interpretaton and revelation of cross-domain to get the conclusion of the article. First, cross-domain will effectively solve some problems in present situation which as the targeted theory to solve the public problems and can be applied to the practice of river basin compensation.Second is in the construction of river basin ecological compensation mechanism, we need to cultivate the diversity of river basin ecological compensation benefit community and to establish a holistic perspective of river basin planning,inter-basin electronic information platform and the communication consultation mechanisms across river basin ecological compensation.
