The fourth plenary session of the 18th CCCP, the General Secretary proposed to form a long-term mechanism of environmental protection, and promote green development, the new normal cycle of development, while thinking to eradicate the past, "after pollution", and effectively establish good for the people can livable environment. But in recent years, with the development of economic construction, renovation and expansion of the city has become the only way for the development of many cities.
