Addressing climate change now has become a common topic around the world, global warming is a major challenge which humanity has to face in the 21 st century. Research shows that carbon dioxide produced by fossil fuels with human production and life consume is culprit leads to global warming. With the continuous deepening of China’s urbanization, there is a huge amount of new building throughout the country each year, According to statistics, carbon emissions of construction accounting for 35% of the total emissions of the whole society, and residential construction contributed 70% emissions in these.Against this background, the concept of low-carbon city, low-carbon buildings and carbon communities appeared, establish the relevant supporting low-carbon assessment system is particularly important. On the whole, previous studies in various countries mostly concentrated in assessment of low-carbon city to macro-scale and low-carbon buildings to micro-scale, but less low-carbon community to meso-scale. In order to promote the development of low-carbon communities in China, we urgent need to establish assessment index system for low-carbon community which adapt to national conditions.Established scientific assessment index system for low-carbon community has great significance: First, make up for relatively empty in academia to the meso-scale studies of low-carbon communities; Second, adapt to China’s national conditions and promote the development of low-carbon community in China; Third, match with the existing green building evaluation criteria to improve our low-carbon assessment system; Fourth, the assessment system has the specific scoring criteria and the corresponding technical guidelines to strengthen guidance the development of low- carbon community. Fifth, carry out certification of low-carbon community to help the development of low-carbon community.Through literature research and analogy analysis, analyzed and compared the existing assessment system of low-carbon communities domestic and international, find similarities and differences between the various systems, analyze its strengths and weaknesses, at the same time, summarize the relevant policies about the development of low-carbon community which government released in recent years, finally summed experience which worth our reference. Based on this, established the three-dimensional assessment index system of low-carbon community with "people-building-Environment", using correlation analysis and empirical methods, selected typical indicators from the long list so that the system tend to improve. On the basis of expert consultation and AHP, determine weight coefficient of each indicator in system, while develop supporting of scoring criteria and technical guidance. Finally, obtained the relevant data of a target community, application evaluation system to rate the community, as the simulation run, the system can also be feedback itself, test whether there are inadequacies in index system by running.This study concluded that: First, established the three-dimensional assessment index system of low-carbon community with "people-building-environment", included three categories(low- carbon lifestyle, low carbon buildings, low- carbon environment) and total of 15 indicators. Among them index weights of low-carbon lifestyle is 0.3, index weights of low-carbon buildings is 0.3, and index weight of low-carbon environment is 0.4. Second, the community which in simulation running, a certain community in Tianjin, throughout the system certification smoothly and scored 65 pionts, silver. Third, the simulation running is operating normally, the operation is simple and feasible, indicating that the framework established, indicator selection, weighting given and the scoring standards with the system supporting are all reasonable, while also proved that Analytic Hierarchy Process feasible, the method is applicable.
