Study On The Evaluation Index System Of Ecological Civilization Construction In Basin

After entering the industrial civilization, the acceleration of resource consumption and environmental pollution has resulted in the increasing contradiction between human and nature. the propose of ecological civilization is just the reflection and respond to the ecological crisis caused by the industrial civilization, Its core is to respect the nature, so that the development of social productivity adapt to the environment, economic development coordinate with environmental carrying capacity of resources. Ecological civilization is a new form of civilization, is the best way to achieve sustainable development of society. the strategic thinking proposed by The 18 th National Congress of the Communist Party elevated construction of ecological civilization to the economic construction, cultural construction, social construction, political construction at the same level, and strengthen the system of ecological civilization construction. this paper mainly fox on the ecological civilization on the main basin level, summarize theoretical support of watershed ecological civilization construction and construct an index system of ecological civilization in basin, basing on recognizing and analyzing the related watershed ecological civilization outcomes both abroad and at home. Under the guidance of ecological civilization index system of basin, it analyses the evaluation index system of ecological civilization construction in basin, taking Liao Basin as an example, evaluates the results of analysis and evaluation indicators and make recommendations on the status of Liao Basin ecological civilization to promote the study of ecological civilization index system of basin.The main conclusions drawn in the study are as follows:(1) The connotation and theoretical basis of basin ecological civilizationThrough the study of important theories of river ethics, rivers value, natural capital and watershed ecological integrity, etc. It further defines watershed ecological civilization to lay the foundation of the establishment of the index system of basin ecological civilization.(2)Screening and determining the indicators of basin ecological civilizationIt proposed the principles and basis of index screening as well as the determination of the target and related factors, combined with the strategic thinking of "one of five" and the differences basin between region and stage for the basin ecological construction we faced.(3)The construction of ecological civilization index system of basin and empirical analysisFrom the river basin development and spatial pattern, resources and energy utilization efficiency, the river ecosystem health, living environment, watershed ecological civilization system five aspects to determine the evaluation index and index calculation formula.
