The study on citizen’s environmental right, which has important academic and practical value for deepening the understanding to environmental problems and strengthening the construction for ecological civilization, is a new subject in environmentally social science research in recent years. This article adopts philosophical analysis to analyze basic connotation of citizen’s environmental rights, such as features and contents, with the key point of citizen’s environmental rights’concept. It believes that citizen’s environmental right is equity of environmental right and environmental obligation, which means while citizen enjoy the environmental right, they also need to fulfill the corresponding duty. The subject of citizen’s environmental right is natural person. Its essential feature is the fundamental rights of human, which is a combination of right and obligation. And its main content is the unification of substantive right and procedural right. Philosophy theoretical foundation for citizen’s environmental right is stated respectively from the theory of natural rights, Marx’s natural view on rights and the human-nature relationship theory from Chinese ancient philosophy. Legalization of citizen’s environmental right is necessary for promoting ecological civilization construction. And the highest expressive form of rights’ value and final result of the rights’ pursuit is to promote the idealistic rights of citizens’environmental right into the legal rights, then into the actual rights by laws and regulations. We should strengthen the propaganda and legislation of citizen’s environmental right to achieve the realization of citizen’s environmental right in the processing of building beautiful China.
