The exploration of shallow and low pressure reservoirs has become valuable research direction in exploration and development of low permeability reservoir during recent years.As one of the representative block of shallow and low pressure reservoirs, the Chang3 of Wei Bei oilfield reservoir shows a great resource potential and development prospects. With the oil reservoir buried depth range from 340 m to 578 m, the average porosity is 10.14%, the average permeability is 0.53×10-3μm2 and the pressure coefficient is about 0.5-0.6, The Chang 3 reservoir in research block is a typical low permeability reservoir with shallow and low pressure.The buried depth of these reservoirs is shallow, the conventional production methods and parameters can not be applied directly because the original formation pressure and rock burst pressure is low; The existence of low pressure reflects shortage of natural energy in reservoir, so appropriate development mode should be used to supple energy in mining; Characteristics of low permeability performs poor flow ability in reservoir,it takes great difficulty in achieving displacement effectively. Therefore, it is necessary to demonstrate the technical policies which fit for the feature of such reservoir scientifically. This paper will take Chang3 reservoir of Wei Bei oilfiled for example to demonstrate the technical policies for low permeability reservoir with shallow and low pressure.On the basis of studying on the basis of Chang3 reservoir geological characteristics of Wei Bei oilfiled, this paper achieve fine description of the studying reservoir by using three-dimensional stochastic modeling;It grasp the production characteristics of oil-well and effective rule of injection well by analysising production dynamic of developed blocks in this reservoir. Combined with the successful development theory of the low permeability reservoir in Erdos Basin, it has completed the study on technical policies of Chang3 reservoir including development mode, well pattern system, pressure system and water injection parameter by using reservoir engineering theory and numerical simulation.
