China Government Responsibility To Address Climate Change Research

It is a fact that the climate changing results from Human activity, all human need to face it which is a global issues in the current. Our government actively fulfill its international commitments to reduce greenhouse gas emissions, under the principles of"common but different responsibilities". Government completed the planning of a unit of GDP energy consumption decreased by 20% emission reduction targets. Unit of GDP by 2020, carbon intensity in 2005 decreased by 40 ~ 45%, the proportion of non-carbon energy sources to 15% of forest area and volume respectively, compared with 40 million hectares in 2005 and 13 billion cubic meters of operational goals. This is enough to show that to deal with climate change, energy conservation has become an important part of life. how to improve the organizational structure of government to respond to climate change, and how to establish the monitoring mechanisms. the government guidelines for addressing climate change have become an important research topic. This paper analyzed government responsibility to address climate change systematically from constitutional and environmental law philosophy.The first paragraph described the general theory of government responsibility to address climate change. Including the basic facts of climate change, and three part of responsibilities that are the specially of government responsibility to address climate change, the principles of environmental law and constitutional principles.The second paragraph described and analyzed the current situation of Chinese responsibility of the government response to climate change Including the central government agencies and local agencies response to climate change, our government in mitigating greenhouse gas emissions, climate change adaptation and greenhouse gas inventory statistics, the specific work to do, our response The characteristics of climate change and government inadequacies.In the third paragraph, this paper described the government responsibility to address climate change and related issues of climate change respectively from the country of the United States, Britain, Japan, Switzer, South Korea, and the Philippines. Analyzed the county mentioned above how to response to climate change, government agencies, the relevant legislation, specific provisions on government responsibility, and the characteristics which we can learn from.Finally, under the constitutional concept, this paper proposed some suggestions to improvement of government responsibility to address climate change related proposals.
