Control Of Agricultural Nonpoint Source Pollution, Agricultural Service System Reconstruction

The rapid development of China's agriculture also caused serious agricultural non-point source pollution (ANPSP). It is difficult to analyze and control due to its characteristics. In China, the mainly way used to control the ANPSP is the top-down program, which is high cost but poor effects. More attention should be paid to source-controlled non-program measures.Services systems for agriculture not only greatly promoted the development of agricultural, but also made a contribution to ANPSP control in agriculture developed countries. The government played a key role in construction in the service system, and introduced the public force. But they didn't make fully marketization, though all of them introduced a certain market mechanism.Marketization reform in china's socialized services systems for agriculture led to market failure and government failure. The agricultural service system produced a series of new problems, and ANPSP started to appear and accelerate. In order to control ANPSP, it is necessary to reconstruct the current agricultural service system.In allusion to agricultural service system in China, this paper points out the problems. The government has to lead the reconstruction of the agricultural service system which mainly includes rectify excessive marketization, construct right incentive mechanism, strengthen agricultural technology service system construction, organize farmers, etc.
