Britain was the first countries of industrial revolution. Coal mining industry has played an important role in its economic development of the UK. In the historical development of coal mining industry, coal mine accidents were a major chronic disease of plaguing this industry.But after a comprehensive governance of British Government within more than a century, coal mining accident rate had significantly decreased. From the perspective of history this paper will probe into British Government governance of coal mine accidents throughout the history. Through the study of measures of governing coal mine accidents of British government in its different periods, come to sum up experiences and lessons of British Government in preventing and curing coal mines accident, in hope that provide some reference of preventing and curing coal mine accident to our country.The full text is divided into four major chapters:The first chapter focuses on the overview of British coal mining industry,the specific circumstances of coal mines accidents and the process of British government on cognition of coal mine accidents from 17th century to the early 19th century. In governing coal mines accidents, British Government follow the blank control to actively investigate. It indicates that the policy of British Government on coal mines accidents has shifted from do nothing to get involved coal mines investigateThe second chapter deploys from the overview of coal mines accidents from the late 19th century, and then describes in detail the strong governance process of coal mines accidents by British government. The governance process is divided into three phases:opening of legislation and monitoring by government, governance strengthening of coal mine accidents, extension of governance mine accidents in the late 19th century.On the basis of investigating and collecting evidence from coal mine accidents, British government has taken statutory law and inspection on coal mines, it had improved the status of high mortality of coal mine accidents to some extent.The third chapter narrates the governance of coal mines accidents by British government was from merely governance toward the prevention and treatment stage. British Government has taken statutory law and inspection measures at the same time, it also has launched scientific research institutions to research the cause of coal mine accidents. After the Second World War, all coal mines were nationalized. British government set up a special administrative body which was responsible for the coal business. In the government overall Intervention, the trend of high incidence of coal mines accidents has been a fundamental cure. The fourth chapter is conclusion, the paper sums up the governance experience of coal mines accidents by British government, it discussed legislation,inspection,institutional settings and other aspects. The governance achievements of the British coal mines accidents were the joint of efforts including the government,enterprises and coal miners. At the same time, the frequent occurrence of coal mine accidents in China in recent years, I hope that the experience of British government have some enlightenment on coal mine accidents governance in China.
