The ocean is a treasure house of natural resources, with abundant resources.It is able to provide a strong material base in order to the sustainable development of human society, However, with the rapid socio-economic development and rapid population expansion, sea Waters are also growing pressure from all sides, Plus people mistakenly believe that marine resources are inexhaustible, which lead to great waste and destruction of Marine resources and the environment. In recent years, The phenomenon of Overfishing,Blindly Development,Illegal sewage despite repeated prohibition, Drastically reduced the amount of Marine Resources, The marine environment and other issues have become increasingly prominent, Pollutant carrying capacity of some waters have reached the limit of the extent.In this paper, Influencing Factors and evaluation index system of Carrying Capacity of Marine Region were studied, This paper aims to provide scientific basis for Specification development and utilization of Marine Resources, reasonable Marine Resources distribution and promoting coordinated development of Population, resources, environment and socio-economic in coastal area.On the basis of drawing on relevant theory of resources and environment carrying capacity at home and abroad, This paper defines the concept and connotation of Carrying Capacity of Marine Region,and discusses the Influencing Factors and evaluation index system of Carrying Capacity of Marine Region.It Carries out a detailed analysis of Natural factors, human factors and socio-economic factors. On the basis of Comparing advantages and disadvantages of the existing system of relevant indicators, the Paper builds out the evaluation index system by using the Conceptual model of index system of "Driving force (pressure)-state-response" that Widely recognized around the world. Then the evaluation method of Carrying Capacity of Marine Region was elaborated.In order to illustrate the established evaluation index system of Carrying Capacity of Marine can effectively carry out effective assessment of Carrying capacity of a particular area, This paper has selected Jiaozhou Bay as the research object,and empirical analysis was carried out in it. On the basis of expert opinion and wide spot investigation on the Jiaozhou Bay and surrounding area of it, the Paper builds out the evaluation index system of Jiaozhou Bay. On the basis of expert opinion, the indicator laye Contains 18 representative indicators.Meanwhile, considering these indicators of data availability and the interaction between indicators, this article uses the method of DEMATEL to do deeply analysis.It is concluded that the 9vital factors so as to reveal the complicated relationship among the indicators by Cause Degree and Centre Degree of each indicator.It gets the weight of each index by using AHP.Then it Calculates the Composite Index of Carrying Capacity of Jiaozhou Bay with comprehensive index method. The results showes that Jiaozhou Bay is in the state of non-sustainable development at present. This paper finds out outstanding respact and existing problem influencing the sustainable development of Jiaozhou Bay and Some measures and suggestion are Proposed according to these problems.
