The capability of satellite altimeters to provide precise measurement of sea state has been demonstrated repeatedly, it provides an efficient way for monitoring global and regional oceanographic parameters. TOPEX satellite altimeter had provided synchronously observing datum of global sea surface wind speed and significant wave speed(SWH), so far, this datum are the longest time series and the best datum quality. The datum of the significant wave height and the wind speed over the Waters Surrounding Taiwan are compared with the datum from TOPEX satellite altimeter and analyzed the validity from TOPEX satellite altimeter datum.This paper firstly uses the three probability density function distribution (Rayleigh probability density function, Weibull probability density function, Log-Normal probability density function) of the SWH and wind speed, based on the datum from TOPEX satellite altimeter, the parameters for the statistical distributions are calculated by using the method of Maximum Likelihood Estimation. It shows that the Log-Normal probability density of the SWH is in a well agreement with the histogram of the observed datum in the whole scope, but the other two functions have larger deviation. The histogram of the measured wind speed is a well agreement with the Weibull probability density distribution, and the other two functions have poor agreement with the histogram of the measured.Meanwhile, the characteristic of the SWH which is more than or equal to four meters over the Waters Surrounding Taiwan is analyzed. It was shown, every year, that the large waves commonly appear in winter and autumn. And that maximum of mean SWH often appears in summer, but it is opposite in spring. When the SWH is more than or equal to six meters, it is more than appears in the Waters Surrounding the Eastern or Northeastern of Taiwan, and it is less appearance in the Waters Surrounding the Southern of Taiwan, in Taiwan Strait, it is not any monitoring.
