As the largest freshwater lake of China, Poyang Lake is not only the important storage regulation lake of the Yangtze River and one of ecological protected areas, but also the country's leading grain land. On the other hand, Poyang Lake region is flood-prone areas. Each year, the economic losses caused by floods are enormous. Especially with the increasing population and developing economy of the region, it is on the rise. In order to reduce the economic losses caused by floods, it is necessary to carry out flood prevention geographic information system in Poyang Lake region.This paper has introduced the current research status of flood prevention geographic information system at home and abroad, and has introduced the fundamental knowledge theory of geographic information system and flood prevention system. Secondly, the design of Poyang Lake flood prevention GIS is designed, including system demand analysis, system design principle, system structural design, system function design, application model design, the choice of the development platform, development kit and the system software and hardware environment. Application model design includes flood forecasting models, the calculation of flood damage models and the best path choice model of flood refuge, and explains GIS applications in these related models. Then the database of Poyang Lake flood prevention GIS has been designed and developed, including the design of spatial database and attribute database, the engagement of spatial database and attribute database, the database configuration program and the establishment processes. Moreover, by C# language , according to interface layer, application layer and base layer, the system is well realized based on ArcGIS Engine and secondary development theory of GIS, including map operation, information query, geographic analysis, data management, statistical reporting, automatic alarms, thematic maps generation, system settings and so on.The results show that, in dealing with massive data, the use of framing organization and management is an effective method, which can improve the query and analysis efficiency of geographic data and overcome the shortcomings of disk space. The initial flood prevention geographic information system in Poyang Lake region has good feasibility and practicality. The entire system design in the paper can provide the theoretical guidance for the further research.
