Qingdao possesses of more than 73 miles shoreline so that coastal resources plays an important role in the process of urban development. The AoShan bay is the second largest bay of Qingdao, so the sustainable utilization of its coastline and resources is significant for the future development of Qingdao is. As a result, how to develop and utilize scientifically, as well as the protection of resources, will become the important proposition for sustainable development.So far, there are no less complete observation data and information about the resources and coastline of AoShan bay. The most similar research is the utilization of the coastline. In the evaluation of coastline, Qingdao mainly focused on port utilization, which probably lead to blindness development and might have caused losses and waste. Only evaluating scientifically from a long-term and comprehensive view of coastline and sea resources, can human beings reasonably use the ocean resources based on its guiding functions .The utilization research work of gulf coast and sea resources is knew either from the planning work, or the traditional districts work. It is a new work form that made in order to adapt to the gulf comprehensive management. In the world, there are few precedents of this project, while some countries emphasize the gulf resources protection, others focus on development. As for China, we insist on the development of the gulf organically combined with governance protection, not only satisfy the demands of the modern society but also realize the sustainable utilization of Marine resources.This paper systematically puts forward ideas and research methods, according to the research achievements obtained by the previous, with the main function of evaluation and specific combining actuality utilization of Qingdao coastline and coastline and sea resources situation of Aoshan Bay, this paper analyzes the features of Aoshan Bay, establishes the evaluation system of gulf function objectively and scientifically. By the main content of sea attributes, hydrology, meteorology, biological, geology, economy, transportation, resources, environment , and by auxiliary content of the near coastal population, economy, culture, education, scientific research, transportation, etc, this paper gives quantitative analysis for the tourism resources, tidal resources, water resources, and environment resources, gives qualitative analysis for the construction of port coastal resources on the basis of multi-objective decision theory. According to its guiding functions, and in comparison and selection of the best capability, the paper proposes the suggestions of Aoshan Bay utilization according to the sustainable development, pursuing of balance between the gulf comprehensive development and the gulf ecological environment protection.1 .According to investigation and analysis, this paper provides the main characteristics of Qingdao coastline is that coastal resources utilization gives privilege to port construction, which occupies almost the entire high-quality coastline. At the same time, large-scale port construction, sea reclamation activity of such coastline in the past 20 years caused serious damage.2.Through the analysis of the resources and actuality of Aoshan Bay coastline, the paper finds that city industrial surrounding Aoshan Bay regions is relatively low, infrastructure is not enough, so it neither have conditions to gather a relatively logistics activity in short time period nor to construct large port in recent mid time period. So we should pay attention to the gradual development.3.The paper makes qualitatively research and quantitatively analyze of Aoshan Bay according to the seven aspects such as the external environment, the appropriation of port construction, environmental resource capacity, development power of space layout, land resources, etc, And then grasps the dominant function. What is more, by the SWOT analysis of external environment, it proposes industry development orientation. In analysis of the appropriation of port construction, more than 25 percent of Qingdao coastline is planning to be port coastline. Such high-density port coastline of planning can cause duplicated construction. Putting three main bays including Aoshan Bay as assessments, referring to the present marine functional evaluation mathematic model, the paper selects index evaluation to draw a conclusion that the Aoshan Bay port coastline resources should be reserved for Qingdao long-term coastline for its relatively poor coastal condition.4.According to the analysis result, we should put coastal protection, environmental protection for the premise in the development of coastline. This paper proposes "Western for tourism, eastern for reservation, central for protection" as the whole utilization ideas. According to the analysis of advantages and disadvantages of the current development, thepaper proposes industrial development orientation of the Aoshan Bay——take scientificand educational industry as the main point, tourism and leisure as the features of the new coastal industry ecology city. Finally, in order to establish it as a prosperous in ecology, tourism and life coastline, tourism strategy and ecological environment, protection strategy of Aoshan Bay is put forward.
