Currently, along with the development of our economy, some criminals steal raw oil from the outgoing transfer line, it happens more frequently. It not only causes the huge loss of the government's properties but also severely threatens the normal oil outgoing transportation and working safety. For quickly finding and protecting this type of crimes,meanwhile,strengthening the outgoing transfer line's maintenance,it must to strengthen the outgoing transfer line's inspecting. But currently its inspecting method is manually. The project of inspecting system in this thesis is based on GPS, imbedding technique and the aid of computer. This system can manage the guards, ensuring the quick and reliable inspection of the oil outgoing transfer lines through the aid of a GPS receiver. Therefore, enhance their feeling of responsibility and help them to be more efficient to protect the nation's properties.This system gains orientation reference data through a standard data acquisition station which composes of computers, GPS receiver and satellite antenna. A portable GPS receiver was created to record the original dynamic position data of workers. This system is using an advanced difference post- processing technique controlled by software written in Chinese processing inveracious data and L1 wave band carrier phase simultaneity. The combination of this software and GPS receiver can process GPS data and obtain high accurate dynamic inspection information.
