As viewed from the time, The development on technology can be concluded to four periods: file system hiberarchy or network model database relational database and object oriented database. As viewed from the space, there are four kinds of the spatial database' s systematic structures: master/slave structure, single user structure distributing structure and client/server structure. The battle terrain survey system (BTSS) is a kind of military geographic information system. The research and realization on the basic GIS' data management system are need to provide a kind of all rights served spatial database management support to BTSS. Considering the demand of BTSS with the property of the spatial database' s technology and its systematic struct, A model of self-help realization on the basic GIS' data management system is selected. That is: the concept of object oriented technology adding single-user structure. The main contents of this article are listed as follows:1. Modeling method from the real world to the data world.2. Attribute query and position query are the main queries of the spatial database. A kind of spatial object information query model based on Attribute query and position query is brought forward.3. How to build a hiberachy scheme between the multiscale spatial database, the singlescale spatial database, project, map and layer, and how to build the spatial data's static organization model and dynamic organization model.4. Modeling the basic GIS's data management system by UML, programming the basic GIS's data management system by VC++.5. The automatic building of the spatial topology relation, the arbitrary polygon cutting of the vector map data and the automatic building of the buffer's boundary are frequently used in the spatial data processing. A uniform model of the realization on the three arithmetics is given in the pointview of topology.At the present time, the basic GIS' data management system has been becoming the foundation of the other five big modules in BTSS, such as electronic map, topography analysis, military plotting, map digitization and virtual reality. And it is becoming more and more steady. This has established a strong foundation for the research and realization of the web basic GIS' data management system.
