Census geographical information system (CGIS) is a spatial information system on the basis of GIS technology. It can be used to analyze and evaluate the current characteristics, trend and spatial relevance of regional population, resources and environment. At present, CGISs have been taken as a key research aspect in both developing and developed countries, which shows a great significance in their population management at different region levels. The author introduces and discusses the development background and the method of redeveloping CGIS. Then, a new redevelopment method of CGIS based on GIS controller oriented region is proposed. The new developed methodology shows a great improvement and development compared with the traditional one. Its differences from the traditional redevelopment method are that the new method adopts the component technology, which applies general GIS operational function to specific geographic regions and creates a new programming module. The module is ActiveX controller based on GIS. In this paper, the concept, principle and key technology of GIS controller oriented region are introduced. Finally, an provincial level example of CGIS test has been implemented in Shaanxi Province. The system developed realizes a series functions like the inquiring, analysis and predictions of population information, resources and environments. In addition, the system possess of an effective mapping function to provide necessary specific maps. This research can be regarded as a successful practice in CGIS system development and applications.
