| Effective development and utilization of land resources is the main factor of sustainable development of China's basic social and economic security.For a long time, the philosophy that Lack of control management but highly emphasis approvals of land management, has not been fundamentally changed ever since. Meanwhile, the concept of dynamic regulation and lack of management techniques has seriously hampered the national land policy, and the implementation of macro regulation of the land.In order to solve the existed problem of the Regulatory mechanism, improve performance of the regulation, and effectively protect the 1.818 billion mu of arable land resources; information technology is the alternative to improve management of construction project before, during or even after the approval of land usage. It can change the"counting by number"methods to become clearer and reliable land map. Within the land map, every piece of land will display its location, properties, usage, and even changes in the dynamic control can be seen.This research paper is based on geographic information tool system ArcGIS platform and Oracle Spatial serve as the spatial database management tools. in the multi-source spatial database integration and based on SOA (Service-Oriented Architecture) technology, geographic information services, service platform development technology to sort out and explore technology. It analysis of"Guangxi map "core database which covered the whole basis of massive land and resources management for unified data integration, then form a "mapping-based, connected to land and sea" of land and resources framework for building spatial data model. In addition, it help to create an analysis in-depth to the overall architecture and technology database Line, database design and organization of data content, data structure design services.Meanwhile, the article use Guangxi provincial land management as an example, land management on the construction project cycle in the "land approval, land acquisition, land project, land usage, land compensation, and land enforcement inspection; these six core business model are been analysis in term of business relationship, process, and propose solutions. Then implemented the traditional problem on land and resources regulation, and create a cross-platform way to manage massive data storage; so that geographic information systems can serve data sharing, application development and integration of multi-scale spatial data services.This article on those studies proposed and supported by technical practices. It explore the land for construction in Guangxi province after the implementation of the integrated monitoring platform, approved and then "One picture shows all" Construction of multi-source database technology roadmap and overall structural design; in addition, its analysis and design the layer platforms'function of the application subsystems, system structure and the main business process; and it gives the approach of realization in the key technology platform of the function control study. |
