With the development of mineral resources, the ecological environment problems have become increasingly prominent in mines. The ecological quality of the environment continues to drop. Green vegetation is the most sensitive and important environmental factors in ecological environment. Its changes make direct or indirect impact on other environmental factors. Vegetation fractional cover is an important ecological parameters, it's also an important basis for describing the ecosystem data .Therefore, research the changes of vegetation fractional cover can provide an important reference for the protection of vegetation. Taking Fuxin Mine as an example, this paper estimates the vegetation fractional cover respectively using two of the Landsat ETM images in 1996 and 2002. Based on the estimation results, it makes statistical analysis on the two changes of the vegetation fractional cover with ARCGIS. It sums up the characteristics of the changes of time and space over the years. Experimental results show that the mine and surrounding regions have a rapid decline in vegetation fractional cover during 7 years due to the impact of mining activities. The surface degradation of vegetation is relatively serious, especially the west and south-central areas, vegetation fractional cover reduced more than 50%. Then it puts forward some suggestion of solving the vegetation fractional cover reduction. Finally, according to the extracted information and change information, it carries out Fuxin Haizhou Mine vegetation fractional cover changes system in IDL language that can store and manage image data, with basic editing, query and analysis capabilities. The results of this study can serve as the reference of monitoring in Fuxin vegetation fractional cover, it can help plan to facilitate the rehabilitation of vegetation mining area, it can provide a theoretical basis for the sustainable development of mineral resources.
