The Study On The Full-cost Compensation Mechanism Of Chinese CoalIndustry

Coal dominants the main position in China's energy structure, but because theproduction was more than its normal capacity in the process of coal mining, many accidentshappened, ecological environment and the ability in sustainable development had beendamaged as well. Under the premise that coal resources is limited how to protect the coalsmooth reproduction is an important issue which the coal industry facing .Based on previous studies, this paper adopts quantitative analysis combined withqualitative analysis, empirical study combined with the standard study, systems analysisand other methods to study the Full-cost compensation mechanism of Chinese coal industry.To achieve the sustainable development in coal industry, it was necessary to break throughthe existing theory of cost and to reconstruct the new one that was consistent with thesustainable development theory. Based on the principle of internalizing the mining externalcost, and enterprising the social cost, this paper puts forward the "full-cost theory", whichtakes full consideration of the production cost, resource cost, security cost, ecoenvironmentalcost, and developmental cost of averting production. This article points outthe compensation mechanism should included the cost of the traditional compensation innarrow sense and the compensation for the costs of sustainable development. China shouldpay more attention to the compensation for the costs of sustainable development.By the analysis of the current cost compensation measures of coal industry, this paperpoints out there are some shortcomings in cost compensation measures of coal industry,such as China's depreciation rate of fixed assets is low, The rate of compensation formineral resources fee is low, the tax way of mineral resources needs to be improved. Thereis a lack of unified and reasonable criteria for the compensation for the eco-environmentdestruction. Thinks the current cost compensation of coal industry has not formed a perfect compensation mechanism. The full-cost compensation mechanism of Chinese coal industryshould include the scope defining mechanism, the responsibility establish mechanism, thestandard establish mechanism, the operation mechanism and the mechanism of ensuringsecurity. To build the full-cost compensation should enhance business awareness of the costcompensation, deepen the reform of the coal price system, strengthen government oversightof the compensation funds and the evaluation of efficiency in the use of compensationfunds.
