Study On The Development Of Cycling Agriculture With Low-carbon Economyin Liaoning Province

China is a traditional agricultural country. The simple mode of thinking for recycle economy has already existed in it.When the western producing mode entered China, the Chinese agricultural production mode has turned from the low level traditional mode turned to"petrochemical agriculture".This kind of agricultural growth mode cast fossil energy and natural resources,it promoted the rapid development of our agriculture, and made food production can keep population growth. Also,it brought the huge waste of natural resources and damaged the agricultural ecological environment. It is urgent that turning the agricultural growth mode,saving energy and protecting environmental through develop recycle agriculture modern agricultural in China even if, in Liaoning province.In the chapter one, this paper introduced the main recycle agricultural production and research directions and status of China and abroad.In the chapter two, the paper introduced the related concepts and theories,again, for the features of concept, which including its correlation of the definition.In the chapter three, this paper elaborated success experience in the recycle agriculture development.In the chapter four, this paper introduced Liaoning circulating agricultural development present situation, especially it analyzed the "the pig-natural pond-fruit" and "four-in-one "the two representative and the promotion value mode in Liaoning.Chapter five is the key of the paper. We used SWOT analysis method to analysis the strengths,weaknesses, opportunities and challenges of Liaoning in detail.The strengths include:resources and resource quality better, strong technology reserves;coastal economic zone planning characteristics;geographical advantages; high CO2 emissions and degradation of agricultural environment created a huge recovery and development space;the clean development mechanism (CDM) in biogas project.The weaknesses include:agricultural industrialization and urbanization level is low; regional development is not balanced and resource constraints;lack suitable for intensive management of production technology; culture quality of farmers and basic popularization person is low;institutional obstacles, promotion mode fall behind.Opportunities include:consumption structure upgrading and the urbanization process accelerating; revitalizing the old industrial base of the northeast; the technology, capital support from Chinese and abroad; the decreasing CO2 ratio advantage of cost and efficiency on Chinese agricultural;involving agriculture technology started to increase.The challenges of Liaoning include:the pressure of competition after the transitional period of WTO transition; the negative influence of Liaoning agricultural exports under the green trade barriers,developing circular agriculture need funds support; cultivated economic benefit of decreasing CO2 in land and forest; transform agriculture technology into CDM methodology as soon as possible.In chapter six, we put forward 6 countermeasures for the development of recycle agriculture in Liaoning. Firstly, Declare the CDM methodology of the "the pig-natural pond-fruit" and "four-in-one" as soon as possible,secondary, encourage experts and scholars declare CDM methodology and make science lectures about CDM,thirdly, research and develop the technology which suit for local agricultural economy development, increase the input of capital support and strengthening policy support, fourth, combining agriculture structure adjustment and development of agricultural industrialization develop agricultural recycle economy, sixth, formulate policies, establishing long-effect mechanism.
