Along with the rapid development of the national economy, the civil aviation industry has been growing faster and faster with more and more new airports under construction or existing airports being expanded. As a consequence, more and more focus has been given to the quality of the completed airport and whether the quality can ensure the safety of civil aviation. Internal control system is one of the most important measures to assure the quality of the airport construction project and its soundness and way of implementation will be decisive on the ultimate success of the completion of the project.CC International airport expansion project was officially launched in June 2009. As an existing airport to be expanded, it has a complete internal control system in place for the construction project which played a good role in the whole process. Of course there are still flaws in the internal control system and this paper will systematically analyze the problems in internal control during the expansion project of CC International Airport as well as put forward effective solution.Chapter 1: Background, literature review, system, the analysis of the current research status of the subject at home and abroad, the purpose and methods of the research, etc.Chapter 2: The introduction of the CC International airport expansion project and its internal control situation and the analysis of the existing internal control problems: the study has found that the overall internal control of CC International airport expansion project is sound, but there are still some weak points, such as the oversimplified organization of the construction project headquarters, no comprehensive budget system being implemented, insufficient supervision from the principal over the use of funds by construction units, inconsistent information during the construction process for different units and departments.Chapter 3: By using the up-to-date internal risk control theory, to analyze the reasons for the existence of problems in the internal control process of the CC International airport expansion project in respect of such areas as the control environment, risk factors, information and communication, monitoring, control activities, etc.Chapter 4: Taking into consideration of the actual situation of the airport construction, the paper presents the following solution to improve the CC International Airport Expansion Project:(1)To improve the organization structure of the internal control. Among the models of the organization structure in project management, the matrix mode of design and management is suitable for the management features of airport construction projects and can meet the demands of modern management. It can not only enhance the technique and quality level of project design but also reduce the possibilities of design changes and engineering rework caused by the lack of communication between the actual management and the construction management. It can also speed up the process of the project and at the same time reduce cost so as to improve the internal control environment.( 2 ) To strengthen the management of information circulation and communication in the airport expansion project and establish the airport construction contract management system. The enhancement of the communication by contact management between those departments in headquarters such as finance, engineering and materials and equipment can ensure timely and accurate flow of information of the construction.(3)To implement effective internal control activities in the airport expansion project. First, to improve the internal funds monitoring and management control in the airport expansion project; second, to set up posts for accountants in accordance with the airport expansion project final accounting requirement; third, to establish a comprehensive budget system so as to form a budget management model which can be comprehensive and involve whole process and all staff participation in the preparation and implementation of the system. By following the internal control risk theory, this paper analyzes the existing problems in the internal control process of the airport construction projects and proposes a feasible airport expansion project internal control solutions by using the state-promulgated the internal control guidelines and analyzing the actual construction situation in the CC International Airport expansion project. The study of this paper has practical significance of application to improve the internal control system in airport construction projects by adopting the state-promulgated internal control guidelines.
