Study On Development Strategy To Speed Up The Blue Economy In Shandong Province

Before the Twentieth century, people had limited knowledge about the oceans, also limited development and utilization, mainly in marine fishing, marine transportation, and salt. In morden times, with the population growth ,the increasing shortage of land resources and human's deeper understanding of marine resources, human shift their development activities to the oceans gradually. The development on the oceans is rising scale , including energy, water, minerals, living resources, chemical raw materials and their use of ocean space being scale. Blue Ocean is a land of economic development and play a more supporting role.2000 year, the world total marine economy was 23 trillion U.S. dollars, 4% of the world's GDP, of which the output value of major marine National Oceanic countries accounted for about 10% of GDP. The world countries, mainly the coastal countries have fully understand the strategic position of the marine economy, have shifted their direction of development of marine economy. From a global perspective, people having a sea ever-increasing trends, ownership among the countries on the maritime dispute has been increasing. This also reflects to some extent in the economic development of marine position and an increasingly important role.Shandong Province is rich in marine resources. Coastal waters account of 37% of the total Bohai Sea and Yellow Sea. Beach area also accounted for 15% of the country, a coastline of more than 3000 kilometers, accounting for 1/6 of the country; having 299 islands, the highest sixth in the country. Coastal waters is rich in biological resources. Shandong Peninsula is also rich in wind resources, coastal scenery and pleasant climate for the development of tourism. The marine resources is so unique that it has an economic prospects for the development of blue economy.Currently, the state attaches great importance to the marine economy. With the opportunity of the national policy support , Shandong Province should accelerate the blue economic development, to co-ordinate the sea economy, coordinated and sustainable development. Currently, there are many problems in the blue economy of Shandong Province, such as serious deterioration of the marine environment, waste of resources, lack of marine scientific and rational economic planning. From the reality of the economic development of Shandong's blue economy, this article analyzed the problems and the development of maritime economies in international successful experience, try to find the countermeasure to accelerate economic development in Shandong Province.
