| In recent years, the well-developing real estate industry made price of commercial housing in cities and towns increasing rapidly, which is far beyond the capacity of citizens whose income is moderate or low. The decent residential right of these groups must be guaranteed in order to practice people-oriented scientific concept of development and establish harmonious community. At present, China has witnessed the establishment of securing housing supply and demand supporting system, as well as the foundation of housing security system the principal part of which are affordable housing and low-cost housing. These progresses to some extent alleviate the double-strait households'difficult position. What's more, housing security models in accordance with local characteristics gradually formed. However, the security coverage rate and security level are obviously not satisfying. This thesis argues that the prevailing securing housing system has deficiencies as follows: the critical public fiscal expenditure absence, the incomplete housing supplement system, as well as the single level of security model which is not able to satisfy the multiple choices of housing consumption, etc.Given the above systematic deficiencies, Chinese securing housing system needs innovative reform. This thesis poses innovative suggestions from four perspectives that Chinese securing housing system ought to implement housing supply policy in accordance with different security standards for different income classes, thus becomes a full-covered, dynamic, and multi-level housing security system.This thesis is generally a discussion and exploration of the securing housing system innovation and it falls into the following five parts:The first part is an introduction mainly about the purpose for the subject, the study background, the review of study basis home and abroad, as well as the study method and outline of this thesis.Part two is a theoretical foundation of housing security system, which introduces the theoretical basis including government intervention theory, public finance function theory, plus consumption economics theory.Empirical analysis is shown in the third part. This part begins with the origin background, developing clue and practical effect of the affordable housing and low-cost housing system, and then makes an evaluation of the effect of Chinese securing housing system, thus derives the necessity of system innovation.The international comparisons are made in part four. This part summarizes a series of useful experiences for China on the basis of a description of the housing security development practice in typical advanced countries.A normative analysis is shown in the last part, which is a design for the security object, financing mechanism, security method, as well as supervision and management of Chinese securing housing system under the guidance of the system innovation objectives, directions, and its framework. |
