The development of enterprises in small towns contributed a great deal to the prosperity of small towns since reform and opening. However, with the deepening of reform, the pattern of scattered rural enterprises has brought many difficulties for their development. The barriers for development of enterprises in small towns deteriorate the development of those areas, thus driving mechanism of small towns development recreation becomes an issue in the academia. Industry cluster which serves as an effective form of industrial organizations has become the concern of many scholars. A great deal existing research literatures focus on the role the industrial agglomeration plays in promoting the development of small towns, but largely ignore the labor factor. Labor is one of the most original and primary factors for the development of small towns by virtue that it is the premise of origin of industry cluster and the development of small towns.This paper chooses gathering of workforce in small towns as the research subject, using the normative, empirical, as well as partial equilibrium analytical methods. This thesis firstly analyzes the advantages of the rural labor force gathering in cities and towns, as well as the current situation of advancement for the development of towns when labor force assembling in these areas. Labor Agglomeration in small towns helps to promote production and consumption, public facility constructions, knowledge technology dissemination in small towns, thus provides great impetus for the local development. Second, a brief assessment of the current model of labor mobility is introduced, pointing out that most theoretical models begin with the economic factors, take labor income maximization as the premise, hence they can not provide the theoretical support for rural labor force gathering in the small towns. This thesis establishes small town gathering model on the basis of labor force utility maximization, combining the personal factors, institutional factors. The third part tests and verifies the equity of the model established above through the empirical analysis of rural labor force gathering in towns in China. Finally, the author points out that the utility level of labor force gathering in towns must be improved according to the model, in order to promote the rural remaining labor assembling to small towns for development of those areas, Specifically speaking, relevant policies and proposals concerning labor gathering utility improvement should be formulated to improve the effectiveness of labor gathering from the perspectives of rural labor force and the small towns themselves.
