With China's economic development, problems on "agriculture, countryside and farmers" have increasingly attracted attention from the central committee and the state council. Whether they can be solved properly has a directly relation to the further development of productivity and the goal of constructing the well-off society comprehensively. Among them, increasing farmers' income is the key factor to solve the problem of "agriculture, countryside and farmers". If the productive efficiency could be increased, it will promote the enthusiasm and initiative of farmers. In turn it will further improve the productive efficiency. They would promote each other and form a benign cycle. Conversely, they might restrict each other and affect the development of agriculture and rural economy. Furthermore, it may influence the rapid development of the whole national economy and social stability. Therefore, developing rural economy and increasing the farmers' income has become the main task of national and political work.Based on the Marxist dialectical materialism and historical materialism, this thesis starts with facts and reality, using qualitative and quantitative methods to talk about how to reduce the recessive burden of farmers from the perspective of fairness and efficiency, thus achieve the purpose of increasing farmers' income.First, the thesis starts from the significance of increasing farmers' income to make people have a more profound understanding on the income of farmers and the overall effect. Then based on facts, it explains the current situation of farmers' income and burden. After the abolition of agricultural tax, dominant burden is reduced, potential burdens restrict peasants' income and this is an important factor and become more obvious, it will cause certain harm to farmers in a long run.Secondly, on the basis of the current situation of farmers' income and burden , including urban-rural dual structure, township financial difficulty, and county-level administrative dislocation and unfair recessive burden caused by the imperfect rural system. These unfair recessive burdens of farmers will affect the enthusiasm of farmers agricultural production input, which will affect the efficiency of agricultural production and farmers' income. Conversely, in the long run, it might decrease the productive efficiency and affect the enthusiasm of farmers and harm the development of China.Finally, based on the above discussion and research, from the angle of fairness and efficiency and puts forward the corresponding countermeasures. If we want to promote the farmers'income, the external measures are not enough. The farmers'have to improve their own ability to better the efficiency. These strategies should be used comprehensively and systematically in practice. All kinds of advice should be cooperated and promote one another in order to achieve the aim of increasing farmers' income.
