Nowadays, the development of high-tech industry zones has become an important symbol for measuring a country or regional overall economic strength. China's high-tech industry development zones (hereinafter referred to as "high-tech zones") as national and regional sources of technological innovation has turned into a significant base for converting China's scientific and technological achievements and industrializing, as well as a cradle for incubating high-tech enterprises. Currently, high-tech zones are being the advancing stage of "Second Pioneering Work", which entails urgent exploration into their internal motivation, evolution and characteristics in a bid to promote independent innovation, build national innovation demonstration areas and enable high-tech zones to achieve spiral development.This article combines theoretical analysis with empirical analysis. First introduce the life-cycle theory, its concepts, research results and dynamics at home and abroad. And then expound the objectivity of high-tech zones with life cycle and its content. After that, analyze the status quo of the"Second Pioneering Work"in high-tech zones and construct life-cycle assessment model for high-tech zones based upon threshold auto regression, by which, conduct an empirical research into the life cycle of Hefei High-Tech Zones and come out with some countmearsures & suggestions to the"Second Pioneering Work"of Hefei High-Tech Zones.The thesis makes an attempt to introduce life-cycle theory into the economic development in high-tech zones, employing quantitative methods such as factor analysis, threshold value to conduct assessment, and establish life-cycle assessment model based on threshold auto regression in order to present some references for high-tech zones to fully improve"2nd pioneering work".
